Prevention Field Services maintains safe communities. We assist business owners and occupants in implementing minimum requirements consistent with nationally recognized good practices to safeguard the health, safety, and general welfare of the community.
Our goal is to protect the public from the hazards of fire, explosion or dangerous conditions in existing buildings, structures, and premises, and to provide safety and assistance to fire fighters and emergency responders during emergency operations.

Prevention Field Services has five regional offices that focus our prevention efforts more closely to the risks of the individual communities.
Special Event / Temporary Use Permits
Some examples include, but are not limited to:
- Tents/Canopies
- Carnivals and Fairs
- Special Amusement Buildings, Mazes, and Haunted Houses
- Fireworks and special effects
- Pit Bar-B-Ques, Bonfires, Candles and other exposed flames
- Any event that is not the primary use of the facility (for example, a party or concert in a warehouse)
HOW DO I APPLY FOR A PERMIT?

WHAT INFORMATION IS NEEDED?
Guideline S-01 provides processing instructions and lists the generic information required for all special events. Guideline S-01 can be found by clicking on the gray “Resources” box above and then clicking on the “Guidelines” bar that appears.
Depending on the type of event or hazard(s) present, additional information may also be required. Refer to the attachments listed underneath Guideline S-01 that may be applicable to your event.

Licensing Inspections
CARE FACILITY LICENSING INSPECTIONS (Form STD 850 Required)
Are you interested in operating a licensed child daycare or adult care facility in your home? A daycare facility in a commercial building or a large-scale residential care facility? A drug and alcohol treatment center or sober living home providing treatment?
If a State or County agency requires a California Fire Safety Inspection Request (Form STD 850) as part of the licensing process,
or if you have requested a change in the number/type of clients or the business name for a facility that already has an 850 clearance, the licensing agency will forward a new or revised 850 form to OCFA. We will notify you that we’ve received the 850 form. Then you will create a Public Services Portal account and request a fire clearance inspection. Generally, within 10 business days of receiving your request, OCFA will contact you to schedule a time to perform the required fire clearance inspection. RESOURCES:
Prospective licensed care providers are encouraged to read the OCFA guideline covering the type of facility they are planning to operate. The guidelines provide detailed information that will help prepare you for a successful fire clearance inspection.
Residential Care Facilities,
1 to 6 non-ambulatory and/or bedridden clients
- OCFA Guideline F-03
- Residential Care Facilities with 7 or more clients, or commercial daycare for adults or children, may require plan review and inspection by OCFA Planning & Development Services prior to the licensing inspection. Please review the relevant sections of OCFA’s Architectural Guideline and contact P&D at 714-573-6100 for information regarding the plan submittal, review, and construction inspection process.
Residential Care Facilities,
1 to 6 ambulatory clients
Residential Alcohol or Drug Rehabilitation,
on-site treatment provided

- Sober living homes where no treatment is provided do not require an OCFA inspection.
Large Family Daycare
OSHPD, MEDICARE, AND OTHER “FIRE CLEARANCE” INSPECTIONS
Are you planning on operating a facility where you need a fire department inspection in order to satisfy Medicare/Medi-Cal, OSHPD, or another government agency’s requirements but they don’t require a Form STD 850 as part of the licensing process?
If your licensing agency does not require a California Fire Safety Inspection Request (Form STD 850) to be completed, but is requiring a general fire safety inspection, please request a fire clearance inspection and upload a floor plan of your facility through the Public Services Portal OCFA will contact you, generally within 10 business days of receipt, to schedule a time to perform the fire clearance inspection.
If no fire safety violations are noted at the time of inspection, you will receive documentation from OCFA that you can provide to your licensing agency

Fire Hazard Referral
Fire Hazard Referral / Complaint
Complaints and referrals are done when a resident is concerned about a potential fire hazard. They can be related to buildings or vegetation.

Please note: Any complaint about Weed Abatement should be directed to your city’s Code Enforcement Unit.
Public Records Request
Public Records Request
Public Records Act(PRA) requests are for documents that currently exist and have been created in the normal course of business. There is no cost to review existing responsive records that do not require special programming. You are not charged for any staff time to research and locate responsive records. All fees are based upon the actual costs associated in copying or programming special reports to provide you with the record, as allowed by Government Code and approved by the OCFA Board of Directors by its Fee Schedule. If your pick-up preference is by mail, we will quote you the current First Class U.S. Postage Rate to cover the mailing costs.
Contrary to popular belief not all records are maintained permanently. The OCFA follows its Board-adopted Records Retention Schedule, which is based upon various Government Codes that regulate the retention and destruction of records.
Below is a list of frequently requested records that identifies the office and email address to submit your request, any costs associated in purchasing copies or for special reports, request form, and phone number for inquiries.
PLEASE NOTE: All City of Santa Ana property related records prior to April 2012, must be requested from the City of Santa Ana Clerk of the Council’s Office via its website at http://www.ci.santa-ana.ca.us/coc/public_records_request.asp

Property Inspections / Violations / Environmental Site Assessments
To secure Fire and Life Safety Inspections and Violations documents (often used for the purpose of Environmental Site Assessments for properties) the requestor must be able to provide the OCFA with the property’s full street address and city. Use of “in the area of or cross streets” is not specific enough for us to locate responsive documents.
There is a nominal cost to cover the copying or scanning of the responsive records per the adopted Board’s Fee Schedule. A Property Records Request Form is available for your use. Architectural / Life Safety Systems Plans
Building plans are copy righted documents that require permission from the architect. You will need to submit a Licensed Professional Request Form in addition to your Property Records Request Form
The OCFA may need to outsource the duplication of plans, if so these actual costs will be passed along to the requestor per the Board-adopted Fee Schedule.
