HOW TO SUBMIT A PLAN TO OCFA
- Some cities allow all plans to be submitted online
- Other cities won’t allow any plans to be submitted online
- A few cities only allow certain plan types to be submitted online
STEP 2: Prepare and submit your plan
Online Plan Submittal
- Include an OCFA cover sheet, when applicable: Architectural, Alarm, Fire Master Plan, Residential Site, Sprinkler, or Underground
- Include any supporting documents that are not part of the plan set as separate files
- Submit plans and supporting documents through the Public Services Portal (How to create your account) maximum file size is 512MB
- Pay online promptly once your electronic submittal is accepted to avoid processing delays
- Ensure plans are submitted in the proper sequence to avoid unnecessary delays (see below)
In-Person Plan Submittal
- Include an OCFA cover sheet, when applicable: Architectural, Alarm, Fire Master Plan, Residential Site, Sprinkler, or Underground
- Put your plan on a USB: 1 plan per USB; clearly label files and remove unrelated information
- Bring plan on USB to the OCFA during buiness hours
- Complete a paperless Service Request at the P&D counter (address and hours are listed above)
- Payment due at submittal; pay online or with a check payable to ‘OCFA’
- Ensure plans are submitted in the proper sequence to avoid unnecessary delays (see below)

When Are OCFA Plan Reviews Required?
Criteria, such as occupancy, location, use, processes, materials, etc., all factor into whether OCFA needs to review plans or not. Typical reasons an OCFA review may be needed include, but aren’t limited to the following:

Single Family Residences (sfr) and Duplexes
Generally, Planning & Development reviews projects consisting of detached one and two unit dwellings to determine whether the projects
comply with minimum fire department access and water requirements and to determine whether structures are required to be protected with automatic fire sprinkler systems.
In some areas, specific hazards may exist, such as the potential for combustible gas to migrate from the soil into structures, proximity to oil wells, or potential impact from vegetation fires, and Planning & Development will need to evaluate the project to see if additional mitigation features are necessary.
When review of a SFR project is required by the Plan Submittal Criteria Form or such projects are referred to Planning & Development by the local building or planning department, one or more of the following plan types will be required.

By California law, all new residential buildings, including single family homes and duplexes, are required to be protected by fire sprinklers. Some jurisdictions also require existing residential buildings to be retrofit with fire sprinklers if undergoing an addition, remodel, or other modification. In addition, Planning & Development reviews plans for the hazards and processes specifically regulated by the California Fire Code.
In some areas, additional hazards may exist, such as the potential for combustible gas to migrate from the soil into structures, proximity to oil wells, or potential impact from vegetation fires, and Planning & Development will need to evaluate the project to see if additional mitigation features are necessary.
When review of a commercial project is required by the Plan Submittal Criteria Form or such projects are referred to Planning & Development by the local building or planning department, one or more of the following plan types will be required.

Plans may be submitted and/or picked up at city hall or OCFA as determined by the location of the project. For most plan types, two hardcopies and one electronic copy of the plan in .pdf format are required for OCFA review.

Turnaround Times
The OCFA has a “90% within 10-days” turnaround goal for most new and resubmitted plan types.
The following plan types have a “90% within 5-days” turnaround goal:
- PR180 Gates
- PR335 Hood and Duct Extinguishing System
- PR402 Tenant Improvement, NFPA 13D Sprinklers, 1-25 heads, no calculation
- PR430 Sprinkler Tenant Improvement, NPFA 13/13R, 1-25 heads, no calculations
- PR480 Underground Repair
- PR500 Sprinkler Monitoring/Fire Alarm with up to 10 devices
The following plan type has a target turnaround of 30 days due to the requirement for a field run test with a fire engine:

Fee Schedule
The OCFA Board of Directors adopts plan review and inspection fees to offset the cost of services provided by Planning & Development. Each fee code includes the cost of two plan submittals and a set number of related inspections, which varies depending on the type of plan and size or complexity of the project. Where additional inspections are required, such as for projects where a single plan review covers multiple identical buildings, additional inspection fees, represented by the “PR###i” codes in the schedule, may be assessed.

Field Plan Review
OCFA construction inspectors will perform simultaneous plan review and inspection at the job site for the following types of projects without prior submittal of plans. Technical Assistance
Assistance is available to address technical questions related to construction and development for projects located only within the jurisdictions served by OCFA:

Knox Boxes & Key Switches
Knox devices are required where immediate access is required to a building or area for firefighting or life-safety purposes, such as pool enclosures, gates that obstruct fire vehicles or firefighters from reaching a building, storage yards for hazardous materials, or high-rise buildings. Refer to Guideline B-09 for information related to gates and barriers that may require a Knox device and/or a plan review.

Construction Inspection
Planning & Development inspects projects to ensure conformance with approved plans and to issue permits for those uses, operations, and equipment indicated in the California Fire Code.

Scheduling Inspections
- OCFA Service Request Number for the plan that the inspection is based on
- A contact name and number for the person who will be meeting the inspector at the job site
- The building or suite number that will be included in the inspection if the plan covers more than one building
- The scope of the inspection if it will not be the entire scope of the project shown on the approved plan
- The number of devices that will be inspected: for sprinkler plans, the number of sprinkler heads; for alarm plans, the number of pull stations, smoke detectors, and/or strobes
- If scheduling a reinspection because of a cancellation, failed inspection, or phased inspection, have a credit card available to pay the reinspection fee.
Provide at least two to five days lead-time when scheduling inspections.
Inspections are scheduled on an a.m./p.m. basis. All overtime inspections will still be scheduled a specific time.
Final fire sprinkler inspections for plan types PR430 and PR435 will no longer require the contractor to be present during the inspection provided approved plans and job card are on site in a location readily accessible to the inspector. For all other plans types, the installing contractor or knowledgeable representative shall be present.

Public Records Request
Inspection Process
Public Records Act(PRA) requests are for documents that currently exist and have been created in the normal course of business. There is no cost to review existing responsive records that do not require special programming. You are not charged for any staff time to research and locate responsive records. All fees are based upon the actual costs associated in copying or programming special reports to provide you with the record, as allowed by Government Code and approved by the OCFA Board of Directors by its Fee Schedule If your pick-up preference is by mail, we will quote you the current First Class U.S. Postage Rate to cover the mailing costs.
Contrary to popular belief not all records are maintained permanently. The OCFA follows its Board-adopted Records Retention Schedule, which is based upon various Government Codes that regulate the retention and destruction of records.
Below is a list of frequently requested records that identifies the office and email address to submit your request, any costs associated in purchasing copies or for special reports, request form, and phone number for inquiries.

Property Inspections / Violations / Environmental Site Assessments
To secure Fire and Life Safety Inspections and Violations documents (often used for the purpose of Environmental Site Assessments for properties) the requestor must be able to provide the OCFA with the property’s full street address and city. Use of “in the area of or cross streets” is not specific enough for us to locate responsive documents.
There is a nominal cost to cover the copying or scanning of the responsive records per the adopted Board’s Fee Schedule A Property Records Request Form is available for your use. These property records requests are submitted to the Community Risk Reduction Department. If you have any questions regarding these types of documents, feel free to phone us at (714) 573-6254.

Architectural / Life Safety Systems Plans
Building plans are copy righted documents that require permission from the architect.
You will need to submit a Licensed Professional Request Form in addition to your Property Records Request Form
The OCFA may need to outsource the duplication of plans, if so these actual costs will be passed along to the requestor per the Board-adopted Fee Schedule
